FENOCO conceives the railway transport infrastructure as a decisive factor to boost the economy and commerce.
The official policy on railway concessions in Colombia is set out in DOCUMENT No. 3394 of the National Council of Economic and Social Policy (CONPES), while the guidelines for the construction of the railway extension are contained in the contract between The Colombian State and FENOCO S.A.
The operation of FENOCO S.A. is governed and supervised by:

- Superintendency of Ports and Transport
The concession
The purpose of this Concession Contract is to grant in concession the railway infrastructure of the Red del Atlantico, for its construction, rehabilitation, reconstruction, maintenance and operation, for the provision of rail freight and infrastructure conformed by the sections: Chiriguana (PK 724) - Cienaga (PK 934), Cienaga (PK 934) –Santa Marta (PK 969), Bogota (Km. 5) – Belencito (PK 262), La Caro (PK 34) – Lenguazaque (PK 110), Bogota (Km. 5) – Dorada (PK 200), Dorada (PK 200) – Barrancabermeja (PK 444), Barrancabermeja (PK 444) - Chiriguana (PK 724) and Puerto Berrio (PK 333) - Medellin (Bello) (PK509) Chiriguana (PK 724) - Cienaga (PK 934), Ciénaga (PK 934) –Santa Marta (PK 969) including immovable property, movable property and rolling stock as set out in the Annexes to the specifications that gave rise to this contract. The present concession of infrastructure also entails the concession of conservation works with respect to the aforementioned sections, in the terms provided for in article 30 of Law 105 of 1993.
THE CONCESSIONAIRE within the scope of the object of the present concession in accordance with the definitive studies and designs and strictly following the works programs and/or work schedules must build the following physical works:
- Construction of the necessary and sufficient works for the expansion of the capacity of the existing track.
- Construction of the second parallel route to the existing one.
The infrastructure of the Red Ferrea del Atlántico located in the following sections Bogota (Km. 5) – Belencito (PK 262), La Caro (PK 34) – Lenguazaque (PK 110), Bogotá (Km. 5) – Dorada (PK 200), Dorada (PK 200) – Barrancabermeja (PK 444), Barrancabermeja (PK 444) - Chiriguana (PK 724) y Puerto Berrio (PK 333) - Medellin (Bello) (PK509) will be an integral part of the object of the Concession Agreement until the end of the Transition Period in the terms contemplated in Chapter III of Addendum No. 12. Consequently, as of that date, all the rights and obligations of the CONCESSIONAIRE, related to said sections including the obligations on real estate, movable property and rolling stock determined to be delivered by early reversion, will be understood as disaffected from the concession.
The rights and obligations of the CONCESSIONAIRE in relation to the sections Bogota (Km. 5) – Belencito (PK 262), La Caro (PK 34) – Lenguazaque (PK 110), Bogota (Km. 5) – Dorada (PK 200), Dorada (PK 200) – Barrancabermeja (PK 444), Barrancabermeja (PK 444) - Chiriguana (PK 724) y Puerto Berrio (PK 333) - Medellín (Bello) (PK509), whose disaffection will be effective upon the expiration of the Transition Period, will be those set forth in Chapter III of the present Addendum."

Precisión de la báscula según velocidad
Exactitud pesaje dinámico para la totalidad del tren:
± 0,5% a velocidad 10 - 30 km/h.
± 1,0% a velocidad 30 - 50 km/h.
± 1,5% a velocidad 50 - 70 km/h.
Exactitud pesaje dinámico por vagón, relacionada al rango total de la escala:
± 1,0% a velocidad 10 - 30 km/h.
± 1,5% a velocidad 30 - 50 km/h.
± 2,5% a velocidad 50 - 70 km/h.
Exactitud pesaje dinámico por eje:
± 4,0% a velocidad 10 - 30 km/h.
± 5,0% a velocidad 30 - 50 km/h.
± 6,0% a velocidad 50 - 70 km/h.
Variación máxima permitida de velocidad durante el proceso de pesaje:
V = ±3 km/h.
Método de Calibración dinámico: Mediante un vagón de referencia, el cual se ha pesado previamente en una balanza estática por parte del cliente.
